Second Citizenship by Investment for Pakistani Citizens

Pakistani nationals are eligible for citizenship by investment on all five established Caribbean programs. Four of the five, Antigua and Barbuda, Grenada, St Kitts and Nevis, and St Lucia, apply no formal nationality-based restriction. Dominica assesses Pakistani applicants on a case-by-case basis with additional documentation requirements, a policy shaped in part by a batch of citizenship revocations in 2023 involving fraudulent applications, a meaningful share of which involved Pakistani nationals.

Takween Advisory gives Pakistani nationals a clear, upfront view of where each program stands, and honest guidance on the documentation and funding considerations that shape how a Pakistani application is actually assessed, from Dominica's closer review to Pakistan's foreign exchange rules.

Who Needs a Second Citizenship as a Pakistani National?

We see a consistent set of profiles among Pakistani clients, most of whom are looking for mobility and stability rather than reacting to a single event:

Business Owners Seeking Mobility

Pakistan's passport ranks among the more restrictive in the world for visa-free travel, and business owners who travel frequently for trade, sourcing, or client meetings are a consistent source of demand for a second passport that removes repeated visa applications.

Families Building a Plan B

Pakistani families based in the UAE and elsewhere in the GCC increasingly treat a second citizenship as long-term planning for stability, independent of Pakistan's own political and economic cycles.

Established GCC Residents

Pakistani nationals who have lived and built their careers or businesses in the UAE or elsewhere in the Gulf for a meaningful period generally present the most straightforward due diligence picture, particularly on Dominica's case-by-case track.

High-Net-Worth Individuals Diversifying Risk

Investors and business owners seeking a lawful, permanent alternative in place, alongside broader wealth and succession planning, make up a significant share of Pakistani applicants across all five Caribbean programs.

Second Citizenship Process for Pakistani Applicants - Step by Step

The process follows the standard Caribbean citizenship by investment sequence, with additional attention to documentation quality given Dominica's case-by-case review and Pakistan's foreign exchange rules.

Step 1: Program Selection

We review your budget, family composition, and objectives against all five Caribbean programs, since Dominica's case-by-case review may affect timeline and documentation needs differently than the other four.

Step 2: Documentation and Source-of-Funds Review

We build a complete, verifiable file from the outset, including clear evidence of the source of your qualifying investment and, where funds originate in Pakistan, confirmation that any outward transfer complies with State Bank of Pakistan requirements.

Step 3: Due Diligence Preparation

Background documentation, bank records, and supporting evidence are compiled and internally reviewed for the main applicant and every dependent aged 16 and above before submission.

Step 4: Submission Through an Authorised Representative

Every Caribbean program requires applications to be filed through a government-authorised local agent. We coordinate directly with your Authorised Representative to file the completed application with the relevant Citizenship by Investment Unit.

Step 5: Government Due Diligence and Interview

The government conducts its own background and source-of-funds checks, and a mandatory interview applies to the main applicant and dependents aged 16 or older on most programs, generally without needing to travel to the Caribbean.

Step 6: Approval, Investment, and Passport Issuance

Once approval in principle is granted, the qualifying investment is made, remaining government fees are settled, and the certificate of citizenship and passport are issued directly by the government.

Current Status by Program (2026)

Pakistani nationals are eligible on all five established programs, though Dominica applies a distinct review process. This is the current position, which we reconfirm before every application:

ProgramStatus for Pakistani NationalsDetail
Antigua and BarbudaNo formal restrictionNot on the published restricted nationality list; standard due diligence applies
DominicaCase by caseAssessed individually with additional documentation requirements, generally including confirmation of source of funds and background history
GrenadaNo formal restrictionNo published banned or restricted list; every application is assessed individually under standard due diligence
St LuciaNo formal restrictionNot on St Lucia's published exclusion list
St Kitts and NevisNo formal restrictionNot on the SRO 27 of 2023 exclusion list

In short: Pakistani nationals are not formally restricted on any of the five programs. Dominica's case-by-case review means a well-documented file matters more there than on the other four, but it does not amount to a ban.

Why Dominica Applies Closer Review to Pakistani Applications

In 2023, Dominica revoked a batch of citizenships after uncovering fraudulent applications, a meaningful share of which involved Iraqi and Pakistani nationals who had misrepresented their identity or background during the original application. In response, Dominica tightened its verification standards generally and applies closer scrutiny to applications connected to the nationalities involved. This reflects program integrity concerns rather than a judgment on Pakistani nationality as a whole, and it does not prevent a well-documented, honestly presented application from being approved.

Pakistan's FATF History and Due Diligence

Pakistan was placed on the Financial Action Task Force grey list in 2018 over anti-money-laundering and counter-terrorist-financing shortcomings, and was formally removed in October 2022 after completing an action plan. While Pakistan is no longer grey-listed, due diligence providers and financial institutions sometimes carry forward a degree of additional caution toward previously grey-listed jurisdictions for a period afterward. This generally translates into more thorough source-of-funds questions rather than any formal restriction.

Funding Your Application From Pakistan

Pakistan's foreign exchange position has stabilised considerably compared to the acute crisis of 2022 and 2023, with reserves recovering to a healthier level through 2025 and 2026 and the rupee holding relatively steady. That said, the State Bank of Pakistan continues to apply documentation requirements to larger outward remittances, and funds moved for a purpose like a citizenship investment should be properly declared and supported with clear paperwork from the outset.

As with other clients, we generally find it more straightforward when the qualifying investment is funded from income or assets already held outside Pakistan, including in the UAE or elsewhere in the GCC, which is common among our Pakistani clients given how many are already established in the region.

Documents Pakistani Applicants Typically Need

  • Valid passport with at least 6 months' remaining validity, plus a recent passport-size photograph
  • Birth certificate and, where applicable, marriage certificate, translated and attested where required
  • Police clearance certificates from Pakistan and every other country of residence over the past 10 years
  • Bank statements and supporting evidence for every source of the qualifying investment, including State Bank of Pakistan remittance documentation where funds originate in Pakistan
  • UAE or GCC residence visa, salary certificate, or trade licence, where relevant to the source-of-funds picture
  • Medical certificate and, on most programs, a mandatory interview for the main applicant and dependents aged 16 or older

Foreign-issued documents generally require translation and attestation before submission. Our document attestation team handles this in parallel with the citizenship application to avoid delays.

FAQ

Frequently Asked Questions

Yes. Pakistani nationals are eligible on all five established Caribbean programs. Four apply no formal restriction, and Dominica assesses Pakistani applications case by case with additional documentation requirements.
Following a 2023 batch of citizenship revocations for fraud, a meaningful share involving Pakistani and Iraqi nationals, Dominica tightened its verification standards and applies closer scrutiny to applications connected to the nationalities involved. It is not an outright restriction, and a well-documented application can still be approved.
Antigua and Barbuda, Grenada, St Kitts and Nevis, and St Lucia apply no formal restriction and are generally the most straightforward starting points. Dominica remains a valid option but requires a more thoroughly documented file.
Not directly. Pakistan was removed from the FATF grey list in October 2022, but due diligence providers sometimes carry forward additional caution toward previously grey-listed jurisdictions, which can mean more thorough source-of-funds questions rather than a formal restriction.
Yes, though the State Bank of Pakistan's documentation requirements for outward remittances need to be properly followed and evidenced. Funds already held outside Pakistan, including in the UAE, are generally more straightforward to use.
Dominica has the lowest headline entry cost among the five established programs, starting at US$200,000 for a family of up to four, though its case-by-case review means a thorough application file matters more there.
Yes. Most programs include a spouse and dependent children on the base contribution, and several allow parents, grandparents, and unmarried siblings to be added for an additional fee.
No. None of the five Caribbean programs require renouncing your existing citizenship. Pakistan also permits dual nationality with a number of countries, though we recommend confirming your specific situation.
Yes. You do not need to be resident in Pakistan to apply, and applying from the UAE is common among our Pakistani clients, many of whom already have income, assets, or business interests based in the region.
